Scouting Antiano is an association. The general assembly is the highest authority. The constitution of the association establishes the responsibilities and authority of the general assembly.

The general assembly, which is convened at least once a year, elects members to the National Board. The National Board consists of two members who are elected for 3 years. Every year the term of two of the six elected board members ends. Consequently every year two board members are to be elected, ensuring rotation and continuity.

The National Board appoints a Chief and the District Commissioners for a 6 years term. The Chief Commissioner is the 7th member of the National Board with voting rights. The District Commissioners have a right to speak in the National Board.


The highest authority in a district is the “District Council”. The District Commissioner presides this council. Every Scout Group in the district has a vote in the District Council.

The District Commissioner can propose candidates as Assistant District Commissioner to the National Board. These Assistants have a right of voice in the District Council.

The District Commissioner is responsible for the proper management of the district, in line with the national policies.

Presently Scouting Antiano has 5 districts:

  • District Curaçao 1
  • District Curaçao 2
  • District Curaçao 3
  • District Bonaire
  • District Saint Maarten


The highest authority in the group is the Group Council which comprises all the leaders in the group. The Group Leader presides this council. All leaders in the group have a right to speak and vote in the Group Council. Groups can have a “Group or Parents Committee”. This is formed by non-scouts, e.g. parents, who take on supportive tasks.

The Group Leader can have assistants.

The Group Leader is responsible for the proper management of the group, in line with the national policies.

Each group may consist of the following sections:

  • Beaver – 5 to 7 years of age.
  • Cub Scouts – 7 to 11 years of age.
  • Scouts – 11 to 15 years of age.
  • Explorer – 15 to 18 years of age.
  • Rover Scout – 18 to 25 years of age.
